You can upgrade as soon as you receive the card. There is option in PNB Genie app tp upgrade.

Union bank debit card is there... most probably you'll get benefits, but I can't check from my end as I don't have one.

Please Share Details about the International lounge access Process.
I read somewhere that to access the International lounge you have to pay the full amount and after 45-60 days it will reverse the fee. Is it true for Rupay Select Credit Card also?
