Best platform to book international flight tickets with an option to cancel it for any reason and get full refund (some extra charge for this add is okay)?
I have a plan to visit Dubai.

Yes. 4 ways
1) FLEX FARE - Fare is 3x sometimes 5x higher than cheapest economy fare ->To be booked from airline's official website and gives full refund (See snip)
2) Indigo Corporate/SME fare -> Book via Indigo website -> Would 999 INR is Cancellation fees -> That is almost Full Refund (See Snip). Even other airlines have Corporate/SME fare but haven't used them so can't comment on them.
3) If don't have SME/CORPORATE account on official website -> Book via MMT Biz or similar websites. Price is same as INDIGO or airlines official website, They have a fare type same as official website Cancellation policy
4) If Nothing above will work -> go to any OTA (MMT, CLEARTRIP, GOIBIBO and others) and There will be Better cancellation policy fare -> Have to pay bit more but if cancelled will get maximum refund. (Most of the airlines can be booked under this)

Booking with points is generally pretty good. For example Qatar Airways when booked with points charges 25 dollars for cancellation upto I think 2 or 24 hours before the flight.
