Yes, maybe for a few people but for many people, Legend can get you Zenith. Swipe-up does not consider Magnus or Ultimate, so as Deep@vie said if you have Infinia then for sure try that.

Offered 8L. Highest card limit I have is around 19L in ICICI. but as I said, I don't think there is correlation between offering Zenith and other card higher limit

I recently got zenith approved through swipe up with a 8 lac limit, ltf. Earlier when I was trying to do it via DCB it was not giving me option for zenith

Later I did it through one of their sales executive who was below my office building in lower parel. The guy seems to be jugaddu. In case anyone in Mumbai need his contact you can DM me.
