You are having the highest limit you can get in legend afaik you are surely eligible for upgrade.

Wait for the offer and you will get ltf pinnacle

The cards themselves are not that great..
If you still insist on on CC only then Pinnacle is better than Legend

Yes, mostly sometimes without any conditions also.. depends on the quota of the agent.
