I mostly agree with the rest of your points except this one
CC rewards is one of the few streams of income that is tax free. So why not try to maximise rewards for the spends which you are going to make anyway?
Obviously one shouldn't increase their spending just to get the said rewards

It's totally depends how it's designed.

I guess it's designed as the default as enabled and later enabled or disabled depends on API success.
