Migration of all financial tools (Pay Balance, Pay Later, ICICI CC) to new Amazon account.

My amazon account with active prime and a good limit ICICI APay card seems to be gone completely useless. Every single order I place, now goes "Undeliverable" (Screenshot attached). I have been trying to fix this by mailing them and escalating this to National Consumer Forum since last 6 months but no help! And, I really don't wanna waste my time on a court case for this.

So, I am thinking of completely migrating to a new Amazon account. I already know that APay ICICI Credit Card can be linked to a different account. But I want to transfer my Amazon Pay Balance and Pay Later account too.

Since, Pay Later and a full KYC Pay Balance (that supports upto Rs. 2 lakh balance) needs PAN card. I can not open those in my new account. So, I need help on how to close those in my old account and successfully use my PAN card to open new Pay Later and Pay Balance in my new Amazon account.

If anyone have any idea regarding the above issue. Please feel free to reply. Any advice or help is appreciated.
 
What is reason for orders marked as undeliverable?
Don't really know. Only thing I know that the thing is account specific. I can place the same order in same address at same time from a different account. It will deliver from that account but not from mine.

Same thing happening to one of my friend also. And few people I know also went through the same issue but not as frequent as mine and that friend.

Probably your account is flagged. Do you have high number of returns or high number of addresses ?
