How to close an SBI card that is inactive?

Ok so I have this problem that 10 years ago I missed a payment of the SBI card and my father went to court and closed the card after paying even the interest fine. So the card now shows in the app that its blocked and I'm trying to close it from my end because I'm suspecting that this card is somehow preventing me from applying any other card from SBI.

When I reached out to SBI they said that they can't do it for some reason. Has anyone else faced a similar problem where they paid the dues and closed a card that is inactive but shows in the app that it is blocked?

Is there a way to resolve this? The card was in a sim number that we no longer used as that number got removed so there doesn't seem to be a way to make me close the card from my end.

Edit: And no I've been paying my card bills as soon as card statements show up so the current cibil score of 794 is not the problem.

Drop a formal mail with request of card closure to PNO directly and mention that all the dues are cleared. If you get the card closed, then it's okay, else after 10 days send PNO a reminder mail and this time stating the RBI circular where it is mentioned card need to be closed within 7 days of request through any channels, or 100rs compensation for any delay. If that still doesn't work, after 30 days raise to RBIO with any compensation amount upto rs 1L.

I contacted the Nodal officer team and they are saying this.

This is with reference to your communication regarding your SBI Card Account..

We wish to inform you that your SBI card account ending with XXXX has been permanently closed for usages and there are no due payable to us.

Also, we would like to inform you that we have taken the request for the hard copy of NOC for SBI card ending with XXXX vide reference number XXXXXXXXXXXXX and same is sent to your registered Email address and also will be delivered at your registered residence address within 10 days.

Please bear with us for the interim.

We assure you the best of our services.

But then the customer care said this

This is with reference to your communication dated 4/8/2025.

We wish to inform you that as per our record your card is already inactive/closed for usage and as on date there is no outstanding balance payable to us.
While processing your application, we observed that the details provided by you do not meet the criteria set forth in our policy for issuance of credit card. Therefore, we regret to inform you that we are currently unable to issue you a credit card.

The reason for decline of your application is a business decision, taken in good faith and is certainly in no way indicative of your credit worthiness.

We sincerely apologize for any inconvenience that this may have caused you.

I mean what is going on here?!? I already sent mail to the grivance team and they said that they will update me on the application.

Looks like you got NOC over mail which indicates card is closed. Check cibil report once. If the same is reported as active after 45 days of card closure request, then raise dispute with SBI.
If the card a/c is marked closed in cibil and bank is denying card req for the reason they mentioned like internal criteria, etc, state them that according to RBI Master guideline clause 6a(i) bank is bound to let the customer exact reason for rejection. Mark mail directly to PNO.
If they provide u with exact reason, then you don't have anything to do until the reasons are vague and u can contradict.
If they don't provide exact reason, take the RBI route.
