With the biz black card, is the capping of 7500, just for the accelerated rate of ~15% or on the total payments involving IT/GST. Would I still be able to earn the 3% reward rate on IT/GST payment exceeding the 7500 capping amount?

The capping of 7500 is just one the accelerated rate. You will get the 3.33% reward rate beyond that.
