Filing complaint in ombudsman for non financial loss

Can I file a complaint against bank for non financial loss.
For ex I have not received my BOB debit card for around 1 month now.
I have complaint them multiple times but they don't give proper response.
Can I file complaint against the non delivery of card in ombudsman?
If yes what should I write in transaction in dispute?
Card is LTF.

You haven't got debit card till now.

You're problem in managing your finances.

Ask compensation too.

I think you should wait , because this is the common problem for all the new as well the existing customers.
They are on an average taking 2 months to deliver debit cards.

Prob should fill anything and explain in the emails/correspondence what exactly happened.

They prob don't have the "not recieved card" option in the forms yet.

No fees has been charged.
Please understand that BOB is not delivering my debit card despite giving repeated requests this is my issue
It's fine.
They're lacking in services.
And you need to raise complaint.
Enter date the first complaint raised.
