Highly unlikely, key to getting second RSDC for secondary holder is different CIF... doubt same CIF can be added under two different accounts, might be possible at different branch though!

Activated Dc through cboi atm. Also Registered Cent Ezz app. Update ecom limit. But carc online transaction is failing. Any fix for it?

Try to contact them on call if possible. As I saw in some threads, some psu banks are very helpful and can resolve your issue on call. Or lastly, re issue new dc if nothing works.

Raise a support ticket from website if you can't make any txn even after managing your card limits/enabled
