BoB EMT Rupay Platinum isn't showing in the app/web for issue. Only 4 cards are showing - Visa Classics, Visa Platinum, Rupay Platinum NCMC, Rupay BPCL NCMC. I am holding Sapphire with 15K MAB. What will be the issue?

Yes, you can open another account. I suggest opening a fresh account in the rural branch and close the PMJDY after opening the new account.
If you close before opening the new account, then the system will throw an error and you have to open via physical form.
No one will deny, just don't mention that she already has an account in the other branch.

Hey, so I went to Bob Branch yesterday about upgrading my account, my mom's PMJDY account's been inactive for four years. I asked them to upgrade mine, but they said no way, no upgrades, no new accounts. Any ideas?

Can you clarify your question?
So you are talking about 1 or 2 accounts? PMJDY needs to be opened fresh because they don't upgrade that account.

I have Advantage SB_GEN account. I have applied for EMT NCMC dc and it started showing in app from next day.
1. I would like to close existing Rupay platinum DC. How to close the card?
2. Is my account eligible for Rupay Select DC? I see only (Visa sign male/female(bob world sapphire), visa infinite(world opulence), visa classic intl contactless , MC classic intl contactless, MC EMV debit, Rupay BPCL NCMC)
3. Any other card I can apply which is worth considering from above given list.

1. From the app itself, go to cards section and block the one which you don't want to use.

2. Nope, it needs to be above or equal to super saving variant.

3. For me, worthless. For you, you have to check if the perks suit you. Though, bob world sapphire has been devalued.

I hope blocking the card means closing only. so that DC fee will not be levied. Please confirm bro
