10K points are worth like Rs.8000 now. But that will be Rs.4000 after Sep 1. So you still have to pay like Rs.7180 for the card.

Are you converting to 4000 multi-brand voucher or 4000 Accor points or what?

This has always been there for retail shopping spends, they just added a 20k cap now on 2x earn
