Yes, the other voucher is for buffet at Food Exchange, Novotel, Aerocity.
And yes, you can use them anytime, even if you're not staying. Just reserve a table more than 24 hours in advance, and let them know you'll be redeeming a voucher.

Its not available. Only mercure is in nusa dua. Generally good chance of stay plus is 2-3 months before

Its valid throughout asia pacific. Some properties are not available though. And for fairmont and sofitel there is 5k fees that you need to pay at times
