Best Rupay card for travel

I have been searching to get a good rupay card for my collection. Most Rupay cards have a basic reward structure and online details are sketchy.

PS: I am not considering any HDFC cards (including neu infinity).

So barring HDFC TATA Infinity Neu, what would be the best RUPAY card providing

1. Good returns on UPI Spends. (Does Kotak IOCL Rupay provide rewards on UPI spends?)
2. International Lounge access (I know that most cards have Discover, Diners, JCB tie-ups but does IDFC POWER plus rupay card have any such tieups?)
3. Redemption options for Marriott/ Taj hotels and/or flights? (Which bank has the best redemption options?)

No rupay cards mentioned under domestic lounge access and international lounge access. Rupay variants under UPI are also limited.

While there may not be any premium Rupay cards available at this time, the future looks promising. The introduction of such cards is anticipated, so patience is advised.
