Want to change my atlas card from visa platform to rupay platform, please help.

I'm currently using atlas card on visa platform and i want to change it to rupay platform, please guide me with the step by step process.
And I have a question before proceeding with my decision
1. Do i have to pay again the card joining fees for the rupay variant?

Have you ever seen an atlas in rupay variant or is there any one with axis Atlas rupay variant
If there are none the you can't apply or upgrade
