I don't think RuPay would outright remove the benefits. Prime Video is being offered for 750 rupees right now, RuPay probably gets it for less than 500. The same is for other benefits as well, Uber, Lakme, RuPay gets those vouchers for much cheaper.
Think about it, normally a person wouldn't even think about going to a spa. But if offered for free there is possibility of them going twice by paying the actual price if they liked the free service. The same is True for others, Uber voucher so that people book cab and get hooked to it.
Golfing lesson is free, but normal game require's money for clubs and balls and caddy, etc. Plus the food sold there is also chargeable.
The only place RuPay would lose money is lounge access, but that's a small cost to bear if they want to expand internationally. Amex was very reserved in their issuance which caused the acceptance rate to drop across countries, same is for Diners Club International. Heck some people don't even know there are other networks than MasterCard, RuPay and Visa.
It would also make sense, if you look in brochure of charges levied on banks for benefits, the more cards are issued more is discount a bank can get on those the charges.
From an International perspective, Imagine as a country having millions of people wanting to spend money on your merchandise. RuPay has a lot to gain form aqcuring customers.
Plus the payment network infrastructure is probably very similar if nor same for UPI, RuPay DC and CC and IMPS. This is a very wild guess though.
