But my friend went today and was told the voucher is only worth ₹1,500, and he’d need to pay the full remaining amount for any upgrade.

The only thing that matters is the BIN of the card. If the first six or eight digits of PNB Select cards are different, you can add them, otherwise you cannot.

I guess u can’t add two cards from same bank and same debit/credit type cards.

Even though they are from the same bank, card variants are listed as separate in rupay site ,so no problem he can add both cards and redeem in single account
