I think its for Micro SME's like small business people... Don't know exactly

They mentioned no documentation, may be a secured card.

Or business credit card.

Or card for who don't have CIBIL score or Income with minimum credit limit

most probably its a card for users who dont want large limits (as it has cap of max limit 50000, and thats why no documentation etc needed) because they(users) are going to use it on UPI-Rupay Payments majorly. and Thats its purpose and hence named 'Micro'.
