Phonepe Wallet Blocked , Section 11 of Phonpe , Customer Care said it can't be unblocked

My friend phonepe wallet is blocked , when we tries to login it says (phonepe account blocked due to security reasons) , when we tries with web it given option to upload id document , but getting error while uploading document , when we contected phonpe customer care she said phonpe account can't be unblocked due to Section 11 of phonepe and we cant make phonepe with this number
that number is his secondry number and have 3 bank account (his sister ,his mother and a huf account) (that may be flag for them)
he somtime uses that number to login with his own phonepe app and logout (that may also be flag for them) , and normally use his own phonpe account

what went wrong , why phonpe is beahving like this , what can we do now as this account is not directly related to him ,he is little resticted , otherwise he will drill them
