Non bank customers can not apply Union Bank cards

Union bank clearly states that bank customers can apply for credit cards online. For non banking visit branch. On visiting branch they said you have to open account with union bank then only you can apply for credit card as customer ID needed to apply for a card. Very strange as all other banks allow cards without having account with them. Was thinking to apply for JCB Wellness or health card. Guess will have to open bank account with them unwillingly just to apply for credit card.

yeah PSU's have some weird rules, their systems can't track you if you don't have an account with them.
Also Canara asked me for 3 yrs worth of ITR/salary slips for the bank opening.
