If i withdraw money from my Reserve Credit Card, will i be charged interest rate?

Ok. So I know withdrawal is free on my card and if I pay the balance off the moment I withdraw it will set off and wont charge interest as I have done it in past.

However currently I have 27k negative excess balance.

If I withdraw 27k, then Ideally I shouldn't be charged interest as I am excess balance in the card. Is that not right?
