Be realistic. They can't do it.

If they forcefully try to do it, in that case
1. CC bill payment option won't be there.
2. Mcc gonna change to non eligible category.
3. Banks gonna blacklist the gateway entity.

So it's better to have a option with little charges than no option at all. Pata nehi commander (@Abhishek012) sir ko kav samajh ayega.

Rupay has zero MDR so they aren't losing money. The issue arises due to heavy transaction load and people flocking to use it and also people in banking space looking to close option to not give that much reward points. Just think if you earn 2.5% on credit card bill payment + 2-5% minimum on credit Card reward points that would be huge losses to sustain. It's not the gateway or rupay which is the issue.

Rupay has zero MDR so they aren't losing money. The issue arises due to heavy transaction load and people flocking to use it and also people in banking space looking to close option to not give that much reward points. Yes, Savesage is still paying zero MDR; they are not being charged any MDR on RuPay debit cards.

The problem is simply that they have implemented it incorrectly.

There is a ‘customer fee bearing’ option, where the customer enters their BIN in the payment gateway and the gateway identifies the card network and applies the MDR charges accordingly.

But instead of doing that, Savesage has manually applied MDR on their side.

There’s another method too but for that Savesage would need to get certified by the card network, PCI DSS, etc., which would incur additional costs for them.

So the simpler method is to talk to PayU and ask them to enable the 'customer fee bearing' option.

This has mentioned wondering in different direction. Should they not be certified by these as they so much of sensitive card data. Shouldn't we be wary of sharing credit card data with such sites which are neither regulated like banks nor have any certifications on ensuring privacy of such data.

After the (BBPS), I don’t believe any company currently possesses the authority to store data.

MDR is zero but PayU charges a per transaction platform fee.

platform fee etc charge by merchants not payment gateways.
Bro this One Save sage is Giving me multiple errors at payment page. going to payment page but redirecting back saying no internet connection. But I have a Clean internet. tried with wifi. Mobile data. and on other device. getting same error
