Not sure what spends are eligible though.

I can't see anywhere saying that only eligible IDFC Card holders can receive the benefit who received the mail.

It is an instant discount so anyone who has the card is gonna get it, there's no way they are going to do it only for eligible customers. Amazon gives instant discounts explicitly and clearly on their payment page.
