Icici amazon card 2% cashback on utility bill payment no longer, it's huge devaluation?

Today I got my icici amazon cc statements which shocked me. As you all know icici amazon cc has 2% cashback on bill payment from Amazon account but I got 1% cashback.
This is undeclared devaluation.

For which I tried to call the contact center but the call is not getting connected.

Still enough. They should have zeroed it and put 1% inconvenience fee over 10k utility bill payment

Some people are not getting 5% cb on Amazon spends itself, one guy contacted customer care, they said its technical issue and will credit correct amount in next cycle. A post on Reddit credit cards sub shows someone purchased 50k phone on Amazon via icici Amazon card but received only 1% cb. Apparently this problem is there since may 31st
