I want a millennia or regalia type card but HDFC gives me a Moneyback Bussiness card. If I take this, after some days of use can I upgrade it to Reagalia?

Hdfc is unpredictable, no one can confirm what they can do.

If you do not care about cibil hits and not in hurry, I will recommend you to once try offline via branch on c2c basis. This way if they approve the right card, you will get cc as ltf too.
