Issuance Fee Waiver Offer
There is another offer running on the issuance of an HDFC ForexPlus card where the joining fees get waived if you load a minimum of 1,000 USD or equivalent value of another currency. Check this out.

My Experience

Since I have an international trip planned next month to Japan I tried to apply HDFC ForexPlus Card (multicurrency card) and load some 2,00,000 Yen to the card to compare the actual reward rate. While Google is showing the exchange rate of 2L Yen equal to 112150 INR, HDFC is charging me some 1,16,695 INR including loading charges of around 195. It equates to a direct loss of approximately 4.01% since HDFC has higher Forex rates. But with a 16.66% (5X) reward rate on my Diners Club Black credit card, this deal is too good since it would leave me a net reward rate of 12.65% which handsomely beats even the reward rates of Axis Olympus and Axis Reserve. This is a good offer especially if you hold Diners Black or above credit cards.

Loading in USD is proving to be much cheaper since only approximately 2% charge is being applied so if you want to get a card then go for Regalia Plus Forex card since although it can be loaded only in USD but can be used to pay in any currency worldwide since it has zero cross currency markup charges.

The USD - INR rate came from mighty 88 when the scheme was at its peak to 84 recently. Given the mark up on return transaction and reward points too taken away, it will be a good loss if some one cashed out the USD recently.

Rationally speaking, HDFC did not mention anywhere in T&C that reward points will be clawed back if the user unload the wallet. There is no condition on usage of card to claim RP's.

Anyone whose RP's are clawed back can complain to RBI regarding the same.

I have a Infinia and a DCB, used both of them to load 90K USD regalia forex card to maximize the returns which are capped at 15K, didnt know if the limit was at accelerated points level or total, so went the safe way. Base returns of 3K points and accelerated points of 12k.

Infinia transaction (loading forex) happened on 25th Mar and next statement reflected all the points. DCB transaction was done on 31st and surprisingly got only 3K points. When i called the CC they said in their system the transaction settled on 1st and hence cannot give the accelerated rewards! Credit card statement reflects the transaction as 31st March only. The CC keeps saying in his system it reflects on 1st and hence very difficult to get the accelerated rewards.

I am now done with DCB (had earlier issues as well), and closing it out. Moving all spends to EPM.

Let know if any suggestions. Should i escalate to some ombudsman?

Give it a shot but I don't think it'll be helpful. AFAIK the date in statement reflects transaction date. Whereas the TnC of offer mentioned transaction settlement date. So HDFC might be right.
If DCB is not LTF you can still persuade HDFC to make it LTF if not EPM will be the best choice as of today.
