Credit Card as a Service (How many interested ?)

I'm just doing market research as to how many would be interested in a Credit Card as service marketplace ?

lenders would give out credit card and get
- rewards from usage of cc
- qualify for annual waiver


buyers benefit
- get access to cc they normally can't for upfront discount
- rewards split


i'm a dev and been thinking about this marketplace, what are your thoughts would you use it?
