Can someone confirm if we get levied forex markup fees or any other fees when paying for a hotel in INR even though the property is outside India? I want to decide accordingly whether to use Niyo forex debit card or a good credit card depending on the markup.

It won't be possible to know before hand on how the merchant has setup the payments. Some websites like Amazon shows forex converted rates and we get charged markup and DCC fees even though you pay in INR. But for Airbnb if you're booking via https://www.airbnb.co.in/ no forex charges. But I haven't tried https://www.airbnb.com/ so can't comment on other domain forex charges.
