Apply for BPCL octane for a salaried user without any cibil score

I want to apply bpcl octane for my father..(he has salary of 20LPA)
he have salary account in SBI
doesn't have netbanking in his salary account..(which i may open just for applying the card)
*he doesn't have cibil score* (never took any credit cards before)..totally deals on cash
what are the best possible ways to apply bpcl octane so that he can get the card successfully by giving his salary slip

Based on the conditions you specified, and assuming his age 50+, better to apply through branch and not online.

Apply with sbi yono, if able to login

If he had taken any loan earlier - like home lone / personal loan from bank and had closed it, he will still have credit history.
Try via bank. If he files ITR it might help - you can use that. Else - try to get card in your name and get him a add on card.

Difficult without Credit score. First take a secured FD cc and build up the credit score before applying
