I want to get an entry level amex card just for the amex offers. Does smart earn card provide access to all the offers amex runs from time to time during the year?

Yes, you will get all amex discount offers with this card. My father holds this card and i used 2 times for instant discount, it worked fine.

their second year fees are quite high when compared to the benefits they give for spends and non spends based benefits?

SmartEarn is great, but for Max benefits you need to spend 2500 each in uber, FK+amazon, 5x merchants. So u can earn 1250 points every month by spending 7500. This way your card becomes free as well. If you're heavy spender, then take both mrcc and se. Points earned from both will unlock gold collection rewards.
