downgrade is also not working, As they are not accepting any new application also denying annual fee waiver for travel card

I had requested a downgrade and applied for it on Saturday. My application was already approved by Monday morning.

Did you called to customer care or did Chat with amex team?

And most important part will you loose the MR points gained with Amex Plat card or will stay the same.
