Yes. For Axis Vistara cards rent still counts for milestone benefits. Not sure how long it will last though.

I paid using Redgiraffe + HDFC billpay portal and got the points as normal points (i.e., not under insurance payments). The description says HDFC BILL PAY PAYNOW

Reward Points on Insurance spends come separately in the bill for DCB atleast but not sure about the utility bill payments.
Mine looks like a normal transaction with reward points beside it.

Paid in Jan first week and Feb first week.
The few reward points are under accumulated but not under redeemable, which i guess will become redeemable only after bill generation.
The settlement happened within 2-3 days

No, in first 2-3 days, everyone got it immediately.

But u can try in old one too. It never counted as rental payment.

yes.. they give points.. they are listed at the bottom of the statement..

Misread your question. You cannot pay using credit cards for credit card bills. For other bills you can.

For HDFC customers, you will have an option to pay their own credit card bills under cards section, just below the respective card

not sure, but i think it was easy for grocery shop owners to do practices like swiping the card from customer and giving cash for a small fee. they also commonly do this for sodexo cards. maybe banks wanted to plug that gap.

What is grocery capping? If I spend more than 2000 rupees at Dmart/Reliance it won't count give reward points? Or only gives 2000 points and won't after that?
