MCC for GST and Income Tax payments is 9366. I always get 10x points beyond 50000/-

9366 is for government services, specifically immigration services.

I confirmed with IDFC Customer Care for IDFC DC. I do payment of GST, and it's 9366

Would Debit card option give RP for IDFC Debit cards? Or do we have to select the 'Payment Gateway including UPI and Credit Card' option?

Yes it should though have not used rupay as there were no changes for debit card anyways and rupay has limit of 1lac per day.
