Sbi elite visa ltf switch to rupay makes it chargeable?

I have an sbi elite visa ltf card which expired recently, I reached out to cc on email asking them to switch over my card to rupay & they have informed me that switching network is going to make the card chargeable . Is this the norm, has anyone done a ltf switch to rupay recently?

Don't switch. Elite rupay isn't much special, better get SBI phonepe rupay select.
