AFAIK, Neo Bin number is the same as old PNB RSDC with 50K account variant.
Can you share the process & is your add-on DCs chargeable or not?
Opened account in bank and asked specifically for Growth account with 50k MAB, wrote Rupay select on form - they told the charges (590 issuing and 900 for AMC). Got first DC after a week. Later applied for add on from bank (via app does not get RSDC), issuance fee same as earlier i.e. 590...
But now you can get it with less fee, check new account variants thread, also if you have parent aged 60+ you can literally get it for free... check my other thread...

Afaik, add on cards is not an account feature but the pnb RSDC feature
With these new accounts everything is confusing… bank employees look confused when we ask, cc is confused when we call, I get confused here reading different things!!!

Anyway, you'll need to find a well-versed employee at the bank. They do have option to apply for add on cards in their Finacle. If still they are not able to help try your luck with email support. PNB's email support is comparatively better
