Identification of airlines and hotels is based on Merchant Category Codes (MCC) allotted by Visa to the merchant where the purchase is made.
• MCC: 3000- 3350 and 4511 (Airlines)
• MCC: 3501-3838 and 7011 (Hotels)
• MID: VERNMAKRUPCYB21 (Axis Bank TRAVEL EDGE Portal)

But since when "Govt. Services" came into exclusion list for ATLAS card?

Yes I too recd for govt transactions last month , even for visa transactions too, not sure whether to risk it from now on

Yes they do .... they denied me for a transaction done on 10th April 2023 ...

I re-escalated it and just today got a reply from them saying

"Please accept our sincere apologies for inconvenience experienced.

Basis your email, we wish to confirm that Government services are not excluded from Atlas credit card. Hence base earn in given to the customers."

Atlas earns miles & also counted in milestone for now. Don’t know about VI.

Insurance - INR 5000 max (don't know whether it is per transaction/per month)

ATLAS is not a go to card for INSURANCE payments

I get it... but do not have good cards from Axis or HDFC... so thought.. Atlas will earn something .. instead of nothing elsewhere..

As long as you are not paying anything extra by splitting the payment I think it should be ok. Else you can buy Amazon vouchers for 50k and pay.
