Can someone explain this

This means exactly what is mentioned there.
Regarding child - If someone wants to add a
newborn to their existing floater policy, then child's age should be > 3 month
and < 6 month.
Regarding spouse - If an unmarried guy recently got married and wants to add his spouse to his existing plan, then main condition is that wedding date should be
after policy issuance date, and spouse cannot be added in first 3 months of policy issuance.
Example - If X already have individual policy since March 2025, and he got married in June 2025 and want to add wife to policy, then there are 2 options:
1. Either add wife right now in the middle of policy year ==>
'Mid Year Member Addition' clause, or
2. Wait till renewal
All of this applies only if opting for 1st option. If choosing to wait & add members at the time of renewal next year,
none of these restrictions apply.
On side note - This whole clause might not be applicable to you as you're already married with kids. So you'll most probably be buying a floater plan in the first place where your wife and kids will be added already.
