This will make me sound stupid but short story is that you can't set debit card pin if you have disabled atm transactions for your sbi debit card. 🤷🏾
Long story - I ordered sbi debit card. Once card appeared in yono, I disabled transactions on it. When, I received card, I enabled ecommerce transaction but not atm transactions as I don't withdraw money regularly. I tried setting pin using yono multiple times for days. I always got error which sounded like - Unable to service now, please try after sometime. I got similar message with IVRS and otp options. I tried in atm and got error - Ineligible transaction. Customer support was least helpful. Didn't want to visit bank. And Finally guessed may be this is causing issue. Enabled ATM transaction. And Yuppy. Issue resolved.
I really wish they could have just returned exact error message. Would have saved sometime and have not exposed my stupidity. 😌 May be this post will help someone in future.
