Banks send emails and update their websites regularly. It's not bank's duty to let you know about everything. Before using a service it is our own duty to check what are different charges. I myself check website every month end or start of month for any kind of changes of all the banks I have account with.
This is the attitude courtesy which things are the way they are. My responsibility ends with knowing everything there is to know at the time of/ before account opening. After that, it is the bank's responsibility to inform me at every stage, before acting, about what I might incur if I go ahead with something.
In other words, when I go to deposit cash, it is the teller's responsibility to let me know that I will incur such and such charges. THAT is what transparency is. Hiding behind workload is complacency. Siding with the bank personnel on this is tomfoolery.
The bank communicates via letters, emails, SMS, any other media and it then becomes my responsibility to check and inform myself. I am deemed informed and intimated once the bank sends such communication. However, if I have received no communication, the onus lies on the bank and if proven that I was not informed thereof, the bank stands liable.
Checking the bank's website for changes each month as if it were news is neither a healthy behaviour nor an advisable one. The onus to keep you informed is on the bank.
