Queries on RBL Xtra Premium

I got RBL Xtra Premium last month and did a transaction of 3000 at Indian Oil Pump, got 450 reward points, but my fuel surcharge is not refunded, so I wanted to ask if they waive fuel surcharge or not? My bill is generated.

I have a paisabazaar rbl duet card, CL of 50K. If i spply for the IOCL xtra premium, will there be a cibil enquiry or will that be auto approved? I spend 25-30K a month on fuel and have icici hpcl card but the 10K limit exhausts soon then i have to rely on amex plat travel and sbi simplysave rupay for fuel surcharge waiver. Shared limit wont be a problem because i use the rbl card for absolutely nothing...
