Old credit card's credit limit as criteria for new credit card

Hello Folks,
One of my college juniors is planning to resume his credit card journey.
His problem is this:
During internship at a company, his salary account was opened in Citibank. Citibank gave him a credit card as well with a credit limit of 75k.
This remained his "only" credit card for 5 years or less than that (with the same credit limit of 75k, never bothered to get this limit increased), and after that he got it closed.
Now he wants to resume his credit card journey, but before applying for any premium credit cards (DCB^, Magnus, etc.) his concern is credit limit, that whether he would be denied based on the low credit limit that he had on his only card till now.
Also, how can he get a decent credit limit on new cards?

His per month salary post deductions is 1.5L.

^He is being offered a DCB based on opening his salary account in HDFC. But before proceeding, wanted the above to be clarified.
