Maharaja Club: Can Premium Economy (PE) vouchers be used for Economy class if the flight does not have a PE cabin?

I was recently going through the Maharaja Club benefits - I have an Axis Vistara card so all my points got transferred over to Maharaja Club. I currently don't have any vouchers but I'm expecting them as I'll be hitting almost all milestones.

I had a reservation: I see that the sector I frequent the most (DEL to MAA) has just one flight with a Premium Economy cabin, and that's also at an odd hour. So, are PE vouchers essentially useless if I can't find a flight with a Premium Economy cabin? Or can I "downgrade" and travel by Economy using the Premium Economy voucher?

I found a thread that says this is possible for Vistara - so I'm wondering if we can do this for Air India as well. Otherwise, I might as well put my spends on other cards.

This was possible with Vistara, however, not possible with Air India.

I have a Premium Economy voucher, however, no available slots were available for the sector I was planning to travel. In the past, I had called Vistara Customer support and they would allow me to use the PE voucher for Economy class ticket. However, Air India customer care straight away refused to do so. This is quite disappointing, and because of this I would have to now try to sell the PE voucher.

Yes,it's possible with Air India.I did it 4,5 months back.I called customer care and they did it,but they charged a fee of 500 rs for doing that,which is very surprising considering it was a downgrade.
