LTF zero balance salary account in ICICI

One of my friends opened salary account with ICICI BANK 2 years ago and left job after few months.
Even today also his account is zero balance with free visa platinum debit card.
He sent a query to bank and bank Said this-
So, are salary accounts LTF?
Do anyone of u have idea about this variant?
