So which all banks have a condition to spend to access lounge and removed t3 Delhi lounge ( list reduced)

Why worry about credit cards and minimum spends? Get any Rupay Signature debit cards and have Rupay designated longue access.

To answer specifically, we have spend condition on Standard Chartered Ultimate, IDFC wealth, select, Vistara, Federal Scapia to name a few, Don't know specific access conditions related to Delhi T3.
