I think he meant based on cibil surrogate. Amex is giving conditional approval just after application (based on profile and cibil).
My friend applied - he works in MNC with all the required checks (pin, income, etc). At the last step of application, he got message that he has received conditional approval in the range of 4-4.3 Lakhs without income document verification. His highest limit is also 4 Lakhs i think.
