Kotak White on Utilities

Hello, does anyone know if utility spending counts towards the milestones for Kotak White? Also are there any charges for utility transactions above a limit?

I am not sure but I don't think so because white pass is not getting credited but you can make Utility payment upto 75k per month without charges.
