No need. I have 3 citizenships from other developed countries but they look at place of birth, citizenship of parents and even grandparents. Last time, I applied, they even checked on the citizenship of my wife as well as any other citizenship held by her. I had to provide even passport details for my parents. So, your suggestion would make it a little better but it remains difficult. Now they have a visa on arrival as well as eVisa but it’s not allowed for foreign citizens of Indian origin, unfortunately. India has the same policy towards them and they sort of reciprocate.

Finally Jio has started deducting Rs.20 every month from my inactive sims. It's good that atleast they are following TRAI rule. Every 31st day I receive SMS of Rs.20 deduction now. Now I am sure my number wont be deactivated till balance becomes lower than Rs.20.

Will activate Rs.98_14 Days Plan Vouchers I have and then again top them up.

Not a bad deal for 1 year at Rs.240 for number retention.

Remember you wont get any kind of service with it. It's just like paying 20 only to keep number alive. That's why it is called Number Retention Plan (NRP).
 
Does this even work especially in Vi, BSNL and Chortel?
This is TRAI rule. An operator can not deactivate your sim until unless you have Rs.20 balance.

Airtel and Vi also follow it but if you have more than Rs.20 balance they neither deduct nor deactivate the sim. But yes they can deduct if they want to as per TRAI rules. Jio was also not deducting from my idle sims for say 3-4 years. Only now they have started doing it.

Just for your own sim safety keeping Rs.100+ balance will give you a life. Also try to keep sim in network every 45-60 days else sometimes they won't even care if you had 20+ and deactivate the sim citing no network usage. But it is rare.

My idle Airtel and 3 Vi sims having 200+ balance and since last 5-6 years it is same. Vi keep giving 7 days 1GB/day data so 20 deduction won't happen. Airtel also provides 1GB data for 3 days every 2-3 months so it keeps sim active.

But with Airtel you won't get otp. With Vi during this free validity they provide every month you get otp and OG facility.

BSNL has its own way. They deduct Rs.2 from your balance after 7 days of valifity ends. So your balance will become zero as with BSNL their system is different. Say your base plan is Rs.75 and you kept Rs.100 balance in BSNL then they will deduct Rs.75 and give you 30 days validity with all services. If you had Rs.74 balance when validity ended, they will start deducting Rs.2/day or in some circles Rs.2/2 days and give you 1/2 days validity and deducting will happen till balance become zero.
