how to get a zero forex debit card for myself?

I travel internationally frequently.
My passport was issued abroad, while i was living, I am not NRI now.
i am not getting Niyo account due to this issue of passport issued abroad.
FI rejected me, because they dont serve west bengal.
I checked indusind bank, but they asked 3 lakh average balance to get the zero forex world debit card.
which i dont want to do.
so, how can i get a good debit card with zero forex? plz help.
or shall i take niyo card on my fathers name?

Go for Rbl, indus customer care is very very poor.

Later take rbl+ or enterprise cards.

Ìf he is an Indian resident as per IT act, which he says he is, then no issues.
The institutions here in India uses Indian citizens word very loosely. It should have been Indian residents..Some banks use it correctly..
Think about it ,how come every Indian in the USA who are on H1B are getting CC there?.
It's all about tax residency..

I am not foreigner. I am resident indian. when i was working abroad, my passport expired, so it was issued outside of india. some codes are different. thats why it got rejected in niyo application. some stupid reason.
