How to file RTI-Step by Step Guide

Post my incident with PNB (https://www.technofino.in/community...b-credit-card-without-itr-the-hard-way.11757/), many people on this forum asked me how to file RTI. So, decided to create this thread so as to assist all regarding how to file one.

The Right to Information Act, abbreviated RTI, is a revolutionary Act that aims to promote transparency in Indian government institutions. A common man, armed with RTI knowledge, can request information from any government agency. The organisation is required to provide the information within 30 days, or the officer in question faces a monetary fine.

Steps involved:
  1. Visit the official RTI portal https://rtionline.gov.in.
  2. For submitting an RTI application click on submit request option.
  3. On clicking on submit request option 'Guidelines for use of RTI ONLINE PORTAL' screen will be displayed. This screen contains various guidelines for using RTI online portal. Click on the checkbox and then click on submit button.
  4. Then Online RTI Request Form screen will be displayed. Select Ministry or Department for which the applicant wants to file an RTI from Select Ministry/Department/Apex body dropdown. One can directly type the name of the public authority in the SEARCH PUBLIC AUTHORITY search box if one is unsure of the department
  5. The applicant will receive SMS alerts in case he/she provides a mobile number. The fields marked * are mandatory while the others are optional.
  6. If a citizen belongs to BPL category, he has to select the option 'Yes' in the 'Is the applicant below the poverty line?' field and has to upload a BPL card certificate in the supporting document field. No RTI Charge is levied for anyone belonging to BPL Category.
  7. Post submission, click to make the payment. Rs.10 will be charged as an one-time fee.
  8. On submission of the application, a unique registration number would be issued, which may be referred by the applicant for any references in the future.
Filing an appeal:

First Appeal is the statutory remedy available to the RTI Applicant, when there is no response from the Public Information Officer within stipulated time limit or the decision of PIO is not satisfactory or the PIO offered / supplied incorrect / misleading information or demanded exorbitant further fee etc. The First Appeal is required to be filed under Section-19(1) of RTI Act. Appeal can be filed within 30 days from the date of response from the authority.

Note:
  • Only Public Sector Banks come under the ambit of RTI so do not use it in case of Private Sector Banks
  • RTI is only to get the required facts so don't treat it like RBI Ombudsman
  • Do not cover multiple issues in a single application
  • There are some issues not covered under RTI (do not possess complete knowledge on it, so would love someone with a legal background or relevant knowledge to contribute towards it in this thread)
