Hdfc account freeze for just 290 rupees cyber froud

One of my friends have a shop , on his scanner one of his customer make payment of 290 rupees, he don't know who is he , because alot of customer make payment on QR code, yesterday bank freeze his account and mail him about account freeze , they do verification of shop and home , still under process for unfreeze, the amount is 290 rupees, we told the maneger ok make lien of 290 rupees and unfreeze the rest amount and unfreeze account but seems nothing work with them.
290 rupees is more important than whole amount of your account.

It's pathetic. Instead of punishing the receiver, why don't they Freeze the operation of the bank and employees who allowed opening account of such customers?
